The route for user-oriented harmonisation of rolling stock
Newsletter July 2025
It has been a productive year for EuroSpec. Many working groups are completing projects that have taken several years to develop. Earlier this year, two new sets of specifications were published, and now three new EuroSpec specifications have been published.

This newsletter also announces changes to the Steering Committee's composition.

EuroSpec is also becoming increasingly global: its specifications are being downloaded by more and more countries and companies. This is the result of sharing collected knowledge for free. This is EuroSpec's contribution to user-oriented rolling stock harmonisation.

Please forward this newsletter widely within your organisation and network. This will help the rail sector become even more competitive.
New harmonized Specifications
In the last period, our EuroSpec teams delivered three new sets of harmonised specifications (login first to download these specifications in pdf or xlsx-format):

The new EuroSpec “Specification for Life-Cycle-Costs for rolling stock” will support both procurement departments and manufacturers. These specifications should ensure that suppliers' declarations are comparable and that suppliers can make declarations faster and easier.  This EuroSpec consists of two parts: a substantive part and a methodical part. The content part provides a clear structure with definitions of the cost elements. The methodical part describes the approach during the different phases of procurement.

The new EuroSpec “
Specification for Maintenance Software of Railways Vehicles” defines clear and harmonised requirements for the maintenance software in railway vehicles. It will support both train operators and suppliers with common expectations for hardware, software, functionalities, user interface, documentation, software deliverables, cyber-security, and license management. This EuroSpec aims to facilitate the use and deployment of maintenance software, improve compatibility between systems, and reduce lifecycle costs.

The new version (2.0) of the EuroSpec
"Specification Parking Noise" is now available on the EuroSpec website. Since 2019, numerous operators have successfully used this specification, and their feedback has helped shape the latest updates. One of the key improvements is its enhanced alignment with the new ISO 3095 standard. This updated ISO standard includes an appendix (H) that addresses noise from parked trains, covering aspects like a standardized parking mode definition, climate conditions, and noise measurement methods. These changes make the EuroSpec more consistent with international standards, making it easier to use.

The draft version of the xlsx-files has been shared with manufacturers and suppliers in an earlier stage. We are open to discuss, exchange and receive input on these documents. If so, please use contact@eurospec.eu.
EuroSpec organisation – Composition Steering Group
EuroSpec has a flat organisational structure. The central steering and coordination role is at the level of the Steering Group. Manuel Lianos joined the Steering Group in June 2025 and will represent DB.

Manuel Lianos – representative DB in EuroSpec Steering Group
Manuel Lianos is responsible for coordinating the European and International Technical Regulation & Standardisation activities at DB. In his role, Manuel oversees DB’s contribution to the various external technical committees, including Europe’s Rail Joint Undertaking. Manuel’s holds a master in Political Science with a special focus on European Integration.

    EuroSpec – global presence
EuroSpec’s goal is to speed up the user-oriented harmonisation of rolling stock. An important measure to support this is the sharing of the collected knowledge for free: for the entire world, for every type of user. Because we are convinced that in this way we are providing maximum contribution to the rail sector. In the last year we have achieved good results in sharing our specifications. This is reflected in the numbers of users and downloads.

The top 5 of most downloaded documents in 2025 are:
    • External Passenger Access Doors
    • Requirement Management
    • Water Tightness test specifications
    • Seat comfort
    • Documentation
      Registration and login for downloads
The number of registration issues has decreased. If you are still experiencing issues, please email us at contact@eurospec.eu and our back office team will assist you within a few days.
